Philipp Herkelmann
Architecting systems, policies, teams and operations
Berlin
I bridge the gap between deep-tech innovation and scaled execution. My career is defined by enabling "impossible" prototypes - from Alphabet’s X to early financing to satellite constellations - and scale them in high-friction, often industrial environments.

Current Mandate

ICEYE | CEO Germany / Lead Intelligence SystemsI lead ICEYE Intelligence GmbH, contributing to Germany's sovereign intelligence infrastructure. I manage the intersection of ICEYE and our Joint Venture with Rheinmetall RISS, to execute multi-billion euro space consortia.

Track

Sovereign Policy: EU-INC | Co-Initiator
We mobilized 25,000 founders and 600+ VCs to architect the "28th Regime" - a pan-European legal entity designed to solve the continent’s fragmentation. The proposal was integrated into the EU Commission’s 2025 work programme and became a concrete legal proposal from the Commission in 2026. It started as a side project; it ended as a shift in European economic architecture.
Venture Systems: Entrepreneur First | Partner & GM
I ran the Berlin venture-building engine, leading 37 deep-tech investments and sitting on the Global IC for ~100 more. I specialize in the "Tech/Science-to-Founder" transition, implementing data-driven talent analytics (>8.9M datapoints) to build generational startups from scratch (3.5x MOIC, 2022 vintage).
Moonshot Commercialization: Alphabet (Google & X) | Program Lead, Industry ManagerAt X-The Moonshot Factory (Rotation): Ran the commercial pilot of Chorus, an IoT predictive analytics platform, with the world’s largest package carrier. Fifteen-state US deployment. The kind of role where you learn very fast what it actually takes to drag deep tech out of the lab and into the real world. At Google: I spent 6 years mastering the mechanics of global enterprise sales. I was the commercial interface for Europe’s largest brands, scaling a sports- travel and retail verticals to $100M+ ARR by building custom sales-intelligence tools, strategies.Early Career: Giftme | Founder
Founded the first payment product on Facebook in 2011 (€100k pre-seed). It didn't become a unicorn, but it was my first lesson in building under extreme uncertainty.

2023 - 2025 Interlude

I took two years to be present for the birth and early years of my second daughter. During this time, I advised on founders in various deep-tech fields and built EU-INC. I value intellectual honesty and family over corporate optics. I am back to full intensity now.

Speaking & Writing

DLD, UnternehmerTUM Forum, DeepTech Investor Summit. Quoted in Sifted, TechCrunch, Bloomberg - mostly on European competitiveness and what’s broken about the continent’s innovation and risk capital infrastructure. I write longer stuff on Medium when I have something worth saying.
